The Louisiana Community Development Capital Fund
(CAPFUND), a Louisiana 501(c) (3) non-profit
corporation, is licensed by the U. S. Treasury
Department as a CDFI and a license from the FCC
to operate a low power radio FM Station WTQT-LP
94.9 in Baton Rouge. Our mission is to “Help
People Help Themselves” live a happy and
prosperous life.
Founded in 1996 by Dr. Ernest L. Johnson,
President of the Louisiana NAACP, the
organization also operates an entrepreneur
business institute in partnership with the USDA
Rural Business Administration. The institute
employs professionals to provide technical
assistance to business owners and potential
owners in low-income communities. In addition
to one on one consultation, CAPFUND will also
provide these services statewide through
implementation of a Radio Network "Nothing But
The Truth". The programs and promos feature
special guests in the areas of management,
finance and marketing that will discuss how
businesses can improve their operations or begin
operations successfully by avoiding the pitfalls
that cause many businesses to fail.
Our mission is to become the leading radio
station in Baton Rouge, utilizing the latest
technology to provide educational programming to
the underserved community.
We aim to rapidly develop alliances with
new and
emerging broadcasters
to enable us to gain credibility as the best
radio station. Our market strategy will be to
advertise and capitalize on the products and
services that our competitors do not have.
The Radio Network will
offer numerous new and emerging local
broadcasters the chance to express their
creativity and assist them to move up the career
ladder by offering them roles that wouldn't have
been offered by other stations. We are about
giving new, fresh talent a chance to express
their skills and to give them a platform to
showcase their work.Network

broadcasters that are currently establishing
themselves in radio
